In the days leading up to August 1st, residents new and old will notice preparations beginning, a flurry of activity getting the city ready for the upcoming celebration: The River Festival. This holiday is in celebration of the river and the life that it gives to the city, as well as the heat of summer and forming bonds with friends, family, and romantic partners. The celebrations are marked by a community-wide cleanup of the docks and beaches along the river - particularly important considering the recent acid rain - as well as beachfront cookouts and parties (both private and city sponsored) and beach sports tournaments happening on either open stretches of beach or in special clothing-optional beaches, all capped off with fireworks displays on the evenings of August 7th and 14th.

a celebration of the river and togetherness


Following the hedonism of Carnivale, it's time for something a little more low-key and relaxing. The River Festival happens every year in August, and is geared toward community building through cleaning up the beaches and docks along the river and then using all that freshly cleaned beach to gather on. During the first week of August, there are various lightly-themed government-sponsored beach cookouts and parties geared toward family, romantic dates, or casual all-ages get-togethers for meeting new friends; there are also a few more racy parties at clothing-optional beaches around the city. Many private residents also take this time to gather together friends and family, and have cookouts on the beach with all the typical trappings of the beach barbecue. There are also various casual sports tournaments sponsored by community centers, gyms, and sports teams in the city, featuring prizes ranging from notoriety to sports equipment to big bucks. Finally, there are two fireworks displays, one on August 7th and one on August 14th, with free food, and various live performers beforehand.


i. cleaning up


The holiday starts off on a note that is just a bit more sombre than the rest of the season, with the cleanup efforts following late July's strange fog and acid rain blending into the usual tradition of cleaning up beaches and docks along the river. The cleanup is a group effort, with every citizen who is physically able pitching in to comb the beaches, where they pick up fallen tree limbs, garbage, and anything else that's accumulated during the winter and spring, and then raking the beaches to make them clean and ready to use. The cleanup of the docks is similar, with residents sweeping and hosing them down where necessary. This year, there are a lot of repairs to be made to beachfront structures that might've been damaged by the acid rain, so if anyone has some carpentry or building skills, those would definitely come in handy.

This is meant to be a community building effort, so many businesses in the area, more well-to-do private citizens, and the government have pitched in funding to provide lunches, cold drinks, coffee or tea, and snacks to anyone who's helping out with the cleanup efforts. All in all, the cleanup has a very friendly, welcoming vibe.


ii. cookouts and parties


The main traditions of the River Festival involve cookouts and beach parties. On August 7th and August 14th, the government as well as various corporations and businesses in the city, will be providing funds for large beach gatherings. On these days, there will be booths set up offering wares and freebies from various businesses around the city that have helped fund the party, large swaths of cleared beach where residents can don a swimsuit and catch some rays or swim in the river, massive barbecue setups to provide partygoers with all the standard barbecue fare, beach sports tournaments, dancing and musical performances, and fireworks displays (see prompts below).

The holiday isn't just about these big parties, though - many residents arrange their own barbecues, cookouts, beach camping trips, beach bonfires, and other riverside gatherings and outings. Many riverfront businesses offer discounts on services such as canoe or kayak rentals to go out paddling on the river, jetski or motorboat rentals for tubing, wakeboarding, or waterskiing, or mounts to take romantic rides in the surf. Additionally, there is an adults-only section of the beach where any of these activities can be done in the nude in a clothing-optional setting, including the big city-sponsored parties.


iii. sportsball tournaments


Is your character good at playing a particular sport that could, conceivably, be played on a beach? Chances are that during the month of August, a tournament will be set up for them to participate in. The tournaments are pretty standard, generally sponsored by community centers, sports clubs and teams, gyms, and other organizations and businesses in the city, with various levels of specialization, and levels of skill or competitiveness. The prizes also vary, with everything from plain old bragging rights to sports equipment or passes to gyms and community centers, to large lump sums of cash money. Definitely worth it, for characters with a love for sport.

Oh, and a lot of these tournaments are happening on the adults-only clothing-optional beaches, for those grown-up sports fans who like a bit of an extra challenge.


iv. performances and fireworks


On August 7th and August 14th at the end of the large city-sponsored beach parties, there will be evening performances all along the beach. Not as extensive as the musical performances during Carnivale, there are two large-name performers per night, with various lesser-known groups performing at random off and on throughout the day and night. Areas of the beach are cleared for residents to watch and dance to the music, both on the regular and adults-only clothing-optional beaches (acts will switch off between the two areas so both areas get both performances).

Player-characters who are musical artists, DJs, or otherwise perform are free to set up shop around this party and panhandle or put on free performances for publicity.

After the sun goes down, boats will head out into the water carrying a variety of fireworks, and there will be a beautiful display of exploding color in the sky for residents to watch and enjoy. The fireworks are highly advanced, incorporating old-fashioned gunpowder as well as modern technology that result in really beautiful displays that can take the breath away!

I. Beach Clean-Up
If the past two years on Thedas had taught him anything, it was no one could afford to be adverse to manual labor. The Inquisition had succeeded when all else had failed because it strove to succeed. It was with a certain amount of confidence that he made his way down to the beach to aid in the clean up after whatever it was an acid rain was. He’d never actually heard of acid raining from the skies, but the damage such a thing could wreak was obvious enough even to a casual observer. Oh, he’d leave the actual reconstruction to, well, the builders obviously, and so, instead, made his way down to the beach proper with a rather clever invention he’d been given for the occasion: a claw attached to a pole with a level built into the handle of the other end, perfect for fetching debris without stooping. Why it was almost just a pleasant stroll down the beach and one he was certainly willing to enjoy. He wore loose pants for the occasion, and a billowing shirt open to reveal most of his chest. Really, he was enjoying the sun, the warmth, and offered any passerby a pleasant smile.

Community rebuilding really wasn’t all bad, now was it?

ii. Cookouts and Parties
Parties, Dorian can certainly get behind. Tevinter, his homeland, being, well, notorious for them, he’s welcoming the distraction...for a number of reasons. The food smells divine, and he can be found enjoying a rather clever little hot dog near a bonfire or watching near a jet ski rental stand as others enjoy their new if temporary, acquisitions.

In fact, to anyone who happens by as he’s watching, he turns, a pleasant smile on his face, before motioning toward the river.

"Clever inventions, aren’t they? Do you know if they have any function other than for sport?"

iii. Sports Tournaments
Dorian, of course, had no mind to compete, but he was also completely unfamiliar with any of the sports being played during these weeks. After watching a few matches, he’s decided, though, to be most fond of this "volleyball", though it’s been a few matches, now, and he still hasn’t caught on to the rules. He has a blanket nearby the ‘court’ with which to watch the match, and a cold (very cold here, very nice) beverage, but he isn’t shy to address anyone else who might happen by.

"Ah, begging your pardon of course, but would you mind, awfully, if I might pester you for an explanation of the rules? Watching grunting competitors lob a ball back and forth over a net is all well and good, but I don’t even know who’s winning."

iv. Performances and fireworks
He makes the rounds of the various performances as well, willing to accept dances with random partners, reveling in the various and sundried sounds, sights, and tastes. It’s a wonderful party, really, and after all the frivolity, collapsing on the sand to watch the most beautiful fireworks display he’s seen since leaving Tevinter…

...ah, that’s right. He hasn’t seen fireworks since leaving Tevinter.

V. roommates
He honestly didn’t mind aiding this place in its rebuilding if returning to Thedas wouldn’t miss him in his absence. Under all his bluster was a man who wanted to help for helping’s sake, and so here he was, in this...communal living space...with naught but a bunk, a desk, and a pitifully small chest to hold his clothing. He let out a small sigh as he moved to the side table and began opening the drawers one by one, frowning as each closed.

"How do they expect a man to live in so small a space?"

It wasn’t directed at anyone in particular, but he hasn’t really noticed if anyone else was home, either.

"...really, now. Is this a dungeon or a reconstruction effort?"

( Being outside is a joy enough in itself, after the week they had with the acid rain. It made quite the mess, one that Anders is gradually but persistently raking away from the beachy sands of the riverbank. He pauses a moment to wipe the sweat from his brow, his chin tilting up toward the sun beating down on them with its relentless beams.

Even dressed in a tank top and shorts, it was still too hot. He drops the rake and throws a look over his shoulder at the moustached stranger just a few paces away. )


I'm going to go cool off. ( He says, walking closer to the river. )

As it happens. [Dorian did set aside his work fairly freely and decided to tag along, following suit and losing his own shoes as they near the water. Cleaning is all well and good, but really, he's never been one for manual labor.]

Indeed! I do believe it will wait. [He laughed, taking a breath and just enjoying the out of doors for a moment. He did enjoy the warmer weather, and the Quarantine was certainly a reprieve from the likes of Orlais or Ferelden.]

( He knows about Tevinter all right. Not as much as he'd like to, of course — whenever he'd ask Fenris about it, it'd always end up devolving into some kind of an argument. And the things he learned about it in the Circle were always presented in the worst possible light. Still, the other mage flashes him a look of recognition right before sputtering out his own introduction, )

Anders. ( He says, grinning at him before looking down toward his feet. ) A wanted apostate from Ferelden.

( He turns his gaze back up quickly, though, his enthusiasm apparently not dampened. If he had knowledge of his own future notoriety in Thedas maybe he would have played it a bit differently, but since he hasn't, )

I was almost beginning to think no one from Thedas was going to come through that portal. Or, if they did, it would be a templar. ( Because Anders can never seem to catch a break. )

That, of course, after his own eyebrows rise in recognition. How many wanted apostates named Anders could there be? He...would need to be certain this was the mage who started quite a fuss in Kirkwall, after all, before making any assumptions.]

Anders... [He raises a hand to his chin, stroking his goatee thoughtfully. How best to proceed?] Are you familiar with a dwarf by the name of Tethras?

[He chuckles at Anders' joke.] Ah, yes, well, I don't believe the Templars will be quite such a problem anymore.

I know two. ( One's a lot more pleasant than the other, and a lot less likely to betray you for an ancient carving of lyrium. ) Bartrand and Varric. I met them when they were planning their expedition to the Deep Roads.

Varric's a good friend of mine. ( One of a small few. Anders quirks a brow at him, though, wondering, ) How do you know him?

( As for the remark about the templars, he smiles a bit. ) It's kind of nice, being able to use magic without having to look over your shoulder. Though you're probably already used to that.

[Ah, so it was the same man, then. Getting Varric to talk about much of anything regarding his time in Kirkwall with the Champion was more difficult than, well, things that were exceedingly difficult, but the name had come up a few times. He smiles amicably enough at Anders' question, though, rolling his shoulder slightly.]

We met shortly after a very nasty man ripped a hole in the sky. We've since bonded over a love of literature and a standing gambling debt, but seeing as he isn't around, I suppose I needn't worry about the latter.

[He can't stifle the laugh at Anders' presumption, and he shakes his head.] Do I cast without looking over my shoulder? Yes. Should I? It's difficult to say. In the eyes of Ferelden and Orlais, I am a reviled and tyrannical Magister of the Tevinter Imperium, here to enslave you all with my insidious blood magic, after all.

I honestly can't tell if you're being serious or not. ( A hole in the sky? He's pretty certain he would have heard of that, wherever it happened to be. The thought that Dorian might be from a different point in time hasn't even crossed his mind yet. )

Having a standing gambling debt is sort of an unavoidable consequence of being his friend, I think. ( And if Anders wasn't laughing about it right now, he'd be crying. He's never going to be able to pay for all the hands that he's lost at Wicked Grace. Even Hawke's mabari is a better player at it than him. )

That's what they about any mage that dare to live free of the Circle. Apparently, that's the first thing we'd turn to — blood magic and demons — so we should be thankful the Chantry is around to keep us in line. ( Is that a lot of sarcasm or what? )

Oh, I wish I wasn't, really. It was quite a mess, demons all about. A very bad year for Thedas, certainly.

[He chuckles, though. It certainly seems to be the same Varric, and thusly, the same Anders. How very, very interesting.]

I'm not, really, though, free of the Circle, that is. Not mine, anyway. I happen to be a fully vested Enchanter. It just isn't automatically assumed we're going to break out in demons whenever we sneeze.

[He smiles.]

You may take comfort in knowing they will, most likely, not be plagued again by such anytime soon. Why there was a full-blown rebellion before I came to Ferelden. Somehow, though? [He raises a hand.] Still damned. I suppose when your great-great-Grandcestors breached the Veil and physically walked the Fade, it's a bit damning...sadly, I was raised to believe that was false.

[His smile wavers somewhat.] It...wasn't, but that's a very long story.

...unless, of course, you've a head for realizing the falsifications of history. Then I'd be happy to share.

( That's a lot of disturbing information to drop on someone out of the blue. Anders is honestly still stuck on the part of there being a hole in the sky, spewing demons out onto the world like the tears in the Blackmarsh had three years ago. The mention of a rebellion, of there being some truth to the Chantry's teaching regarding the creation of the Black City, that takes him a little longer to process. )

Uldred's rebellion was hardly a full-scale revolt. ( He's got a feeling that's not what Dorian is on about, though. What other mage rebellion would there be in Ferelden? If the mages had truly taken up arms against their oppressors, against the entire Chantry and the Templar Order, Anders surely would have heard about it. He frowns a little bit just thinking about it, and then wondering, )

What were you even doing down in Ferelden, anyway? The Blight has only been over a few years. Many of the refugees that fled their homes haven't even gone back yet.

Today's goal, for Taako, is to acquire as much sunshine as possible because he realizes they're slowly making their way towards the end of summer, and he wants to enjoy it before it's gone. It means a lot of chilling on the river banks, including watching a bunch of idiots zip around on jet skis.

It's been a bit of a weird week, but he's still in a decent enough mood to offer a smile when someone asks a question.

"Oh, for sure, they use 'em for rescuing anyone who gets stuck out there, and cops use 'em to chase down dipshits doing boat crimes," Boat crimes is the technical term. "Apparently they also get used at surfing comps, but that doesn't really happen here cause the ocean is so far away. Can't surf on this bullshit, you know?"

Considering Taako's a wizard elf, he seems to know his shit.

Dorian has to admit, at least to himself, he's never seen an elf quite like this man. Granted, his experiences with elves are fairly limited, but even still, this one seems singular. Maybe it was just the environment. Even still, he nods as though he's following quite well (even though he isn't, really) and runs a hand thoughtfully over his goatee.

"That does seem rather difficult." And he looks back to the elf again. "What is surfing? I do, after all, know what surf is, but I've never heard the term used in such a way."

"Oh, it's like, uh, actually lemme just--" That's a very good explanation right there, but really what he's about to do is cast minor illusion, since he figures that's an easier way to do it.

Taako holds one of his hands out, palm up, and casts the spell to bring up a little illusory version of a surfboard, fin and all, "A real one's usually bigger than you are, and you stand on it to ride waves. It's pretty fucking rad."

He's a big fan of surfing, even if he hasn't done it for decades.

Dorian too had a spellbook, or at least a list of calculations, more a journal than anything. He wore it on a belt at all times, and some would even sink so far as to call it a fashion accessory, he wore it with such frequency. Being a magic researcher, and inventor in a respect, Dorian never knew when an idea may occur to him. It was nice to have a journal with him. He couldn't conceive of a magic that didn't require careful calculation, though, even on an instinctual level. A mage had a feel for the art, how much energy would be required for what effect, but it was measurable, quantifiable, and finite.

It also didn't involve creating a chair, and this he had to see. "I'm fully aware of conjuration, but I'd never be able to create a sofa, save out of ice." He looked thoughtful for a moment at the thought but shook his head. That was hardly the point at the moment. He'd need to give it a shot at some point, though. In short, he waved a hand as though urging Taako to proceed. "Do go on."

"Lets start a little smaller than a sofa, huh?" And Taako makes a gesture in the air, quick and simple, and suddenly there's a mongoose perched on his shoulder, looking curiously at Taako, ensuring there's no threat, before it eyes Dorian.

This is, technically, cheating. The mongoose was already chilling in it's pocket dimension, but he did conjure it, just... months ago. He figures it still counts.

Taako holds out his arm towards Dorian, letting the mongoose run down the length of it, where it sits within reach; he kind of figures this sort of thing warrants an inspection.

Dorian is, of course, two-fold fascinated by the mongoose Taako has summoned. He's never seen a mongoose before, though he's read about them along with several other idle curiosities over the years, also that he just witnessed what he can only attribute to teleportation. If time travel was recently theoretical, teleportation magic had yet to even be theorized. His mind began to race quickly over power levels required, concentration, and formulae, even while his keen olive gaze watched the clever little creature currently perched on Taako's outstretched arm with interest.

He didn't ask for permission before he reached out to touch the thing, taking note of its warmth and the softness of its fur. For all intents and purposes, the mongoose was real, but how...?

"And where have you pulled this clever little beast from?"

Having spent its first day of existence at a party, the mongoose (who really needs a name) is familiar with being treated a bit like a pet, so it doesn't protest at being touched.

"He's kind of a spirit? But it's a conjuration spell, and he hangs out in a little pocket dimension when I don't need him," Which would be cruel if it was a real animal, but Taako's pretty sure summoned spirits don't have a concept of boredom. "I can change his shape, too, but I'm kinda fond of these guys."

With how often he'd been dragged out for events, Stephen was actually getting semi-used to being something less of a hermit. At least on occasions like this, with the excuse that his Lillipup would enjoy being able to run around on the beach and meet people.

He still wasn't sure how he'd wound up with a social dog, but there it was.

When the man near him spoke up he glanced over with a slight lift of his brow as he considered the jetskis being taken around the river.

"Well they started out as just for fun. A way to waterski without needing a boat to tow behind, but the design had you standing instead of sitting." He remembered those things, had taken some of them for a spin in his asshole heyday. "New ones get used for other things too. Patrolling, search and rescue, basically any task where a boat is too cumbersome or slow, and swimming just isn't feasible."

Dorian glanced over to the stranger who'd answered his question, his eyebrows arched in interest but quickly returned his gaze to the crafts on the river. "Interesting. So, these crafts are essentially water...cars, then?" He hasn't had much of a chance to learn what most of the technology in the Quarantine is called, but if Dorian Pavus is anything, it's a quick study.

"Or, perhaps they'd be more akin to water 'motorbikes'..." He nodded. "Yes, probably that." He looked back to his new companion with an amicable smile before bowing slightly at the shoulders in greeting. "Dorian of House Pavus. A pleasure."
