"You were going to stay here." He'd been hiding in the dark when she came in, hunkered down, she assumes. "You'd planned on staying here, now you want to leave, but do you really have a place to go? The city isn't safe right now. The blackouts are unpredictable, there have been riots, looting. You would be a danger to yourself. You would be a danger to others."
