Granted, the Federation has its share of classified information, but generally speaking they're not as prone to secrecy these days. For the sake of the safety of member worlds and its inhabitants, as well as its own officers, there's always files, reports or missions that have to be kept to only those who need to know. Not that that's always stopped Jim Kirk, of all people; he really dislikes not having access to information, or having other people decide what he does or doesn't need to know.
