When the stranger lifts his palms like that, gesturing that he's ready to surrender, Eddie doesn't change his stance, simply stays still until the guy's off down the street, stumbling away. Eddie doesn't make any move to follow him - he's not feeling particularly invested in stopping some random drunkard and throwing him in the tank, he's more concerned about the girl, turning and looking back at her while he reholsters his gun.
The girl thanks him, her voice quiet and restrained, and he isn't sure if she's afraid or angry or what else might be going on under the surface. But she has the presence of mind to be restrained, and that speaks well of her. She isn't panicking, it's not too overwhelming for her.
