Eddie doesn't like to draw his gun too quickly and without reason, but his hand shakes a little over the holster when the girl says that the guy was just leaving, glaring like that. It's one of those things that could go either way - she could chase him off, just like she intends, or he could take offense, be a complete ass and start something more serious. Part of him admires her tenacity and another winces, hoping it won't end up with her getting hurt.
Thankfully, the guy turns his attention to Eddie instead of the girl, and the moment it's there, Eddie puffs his chest out, squares his shoulders, makes himself masculine and intimidating and completely distracting. And while he talks, he starts moving, to put himself between the guy and the young girl he was menacing.
"That really all depends on whether you're going to keep bothering her, or if you're going to move along peacefully. I'm a police officer, so if you decide to keep harassing a girl in the street at night, I'll do whatever it takes to get you tossed in the drunk tank at best, and prison at worst."
