To answer your question it's ... kind of both. Everyone is born with the potential to learn alchemy, but studying is still involved and some are just better at it than others. Natural talent or more dedicated researchers, I guess.
My brother and I taught ourselves when we were kids, although we also had a Teacher for a bit- there's no proper school to learn it at, or anything like that.
