You're correct on that one. During that event, we were given lanterns due to an urban legend about their relation to the deceased residents and the last day of that event lets us float another set of lanterns into the river to honor them.

As for the Pokemon, they are not actually native, but most of them arrived at the same time that I arrived in the Quarantine. So you could say I'm partially responsible for their migration in Riverview.
