The situation would probably seem much funnier to him, if it was happening to someone else and he wasn't involved at all. And, well, objectively it probably is funny, isn't it? The presumption and stupidity of having a crush on a guy who is not only already involved with someone else, but who is (to Cisco's mind) so very far out of his league.
Cisco wants to mumble a mortified 'yes' or 'maybe', but the truth potion isn't letting him get away with that, so it comes out: ]
