So he takes that awkward three seconds to consider his life choices. To wonder if this is just what happens when you live with Poe long enough, even when Poe is at the least huggy he's ever been. To think about how a person is supposed to extract themselves from the hug they imposed on their friend who they care about.
So when Cassian hugs him back, it opens the floodgates for the "it wasn't a good idea to put my stat points into everything but impulse control, but this means it also wasn't as huge of a mistake as it could have been" relief, and some... more complicated, softer mix of things. Gratitude, maybe.
