If, hypothetically speaking, the organized religion of your world identified a set of people born with a particular talent as dangerous and instituted an organization to take these identified individuals away from their families and lock them away because they are a danger to themselves and others, and raised them to believe in the eyes of their god, they were born with sin because of this power, would that be 'civilized'?
