[ Being held without provocation has his hands alighting on Billy's shoulders, not pushing him away but neither gathering him in. Pity is a fine enough emotion but it doesn't strike a grand chord in Loki, hardwired to care about more potent feelings; he appreciates Billy's goodness and that's the long and short of it.
